Subaru Steering Question?

I have a '99 Subaru Legacy Outback. When I change lanes or hit curves and I turn the wheel, it takes a second or two for the car to catch up to the wheel turn and the car jerks into position. When going straight, I can slightly turn the wheel back and forth between left or right without it affecting the direction of the car. What's going on?
