Why cant i get a google account?

i've tried like 30 times now but once i enter the basic info then it says something about my age and wont let me continue instead this link comes up http://business.ftc.gov/privacy-and-security/children%E2%80%99s-online-privacy but it talks about being 13 and under, but i've tried entering it as my age, 14 or false ages such as 21 or 18, 19 but it doesn't work. i want a google account so i can get a youtube account
